This is an account of the events and considerations which led to the establishment of the International Computer Science Institute in Berkeley, California. The initiative for this undertaking came from Norbert Szyperski, as Managing Director of the German National Center for Computer Science (GMD). He also took the lead in assuring support on the part of German industry and government. Copies of the most important source documents are included as an appendix to this account.
